Two bipartisan bills seeking to strengthen our nation’s recycling and composting systems have been reintroduced in the 118th Congress. Last year, both bills passed the Senate and companion legislation was introduced in the House but did not pass. The Recycling and Composting Accountability Act (RCAA) and the Recycling Infrastructure and Accessibility Act of 2023 (RIAA) were reintroduced with bipartisan sponsors Senator Tom Carper (D-Del.), Senator Shelley Moore Capito (R-W.Va.) and Senator John Boozman (R-Ark.).
